The incumbent serves as a Health System Specialist - Health Professions Education (HPE) Analyst. The purpose of this position is to conduct and evaluate a wide range of program management and administrative duties to fulfill requirements related to VHA's academic mission and Office of Academic Affiliations' (OAA) strategic plans. The position informs the Designated Education Officer (DEO) and HPE service with authoritative analyses, evaluations, policy guidance and advisement regarding OAA special purpose funding, disbursement agreement (DA) processes and health care operations as they relate to HPE programs.
Major duties include but are not limited to:
Specialized Experience for GS-11 level: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-09) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. Qualifying specialized experiences are but not limited to: working directly with healthcare professionals and other administrators to solve problems in support of the delivery of patient care and education/training; experience running an administrative component of a health care onboarding process; and analyzing and synthesizing data from diverse data systems to improve business processes; troubleshoots individual problems, analyzes systems issues, to develop and present solutions for program and system efficiency; ensures timely completion of multiple, complex processes and activities to prevent inefficiencies or delays in patient care, clinic productivity, and educational opportunities. ~OR~
Education: Successfully completed a Ph.D., equivalent doctoral degree, three (3) full years of progressively higher-level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). Combination: Combinations of successfully completed graduate level education (beyond a master's degree) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). Transcripts required.
Specialized Experience for the GS-12: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. Qualifying specialized experiences are but not limited to: experience working within a health care setting; directly supporting health care system administration and finance services to solve problems in support of policy compliance and program/operational functions; experience with disbursement agreement (DA) administration used for payment of salary and benefit; and completing record data analysis to determine potential or actual fraud, waste and abuse, and to recommend redistribution of resources; analyzing, planning, coordinating, and executing multiple highly complex, high value clinical academic training programs simultaneously; resolves multi-faceted reconciliation issues; creating consensus with diverse groups; and manages change and relationships within the medical facility; ability to suggest and draft local operating procedures; responsible for keeping the supervisor and other internal and external stakeholders up to date on policy changes and potential impact on programs and resources.

Physical Requirements: The work is sedentary, although some slight physical effort may be required. This work is performed in an office setting although some slight physical effort may be required to conduct training events, give presentations, or to observe staff and trainees in their work environment, including inpatient clinical areas. The position will utilize a desk and computer and may need to navigate throughout the facility clinical areas. Stamina and concentration to meet crucial deadlines is required. Work is usually performed in office settings within a clinical environment. The position may spend time in clinical areas of the facility to ensure coordination of schedules, attend meetings, and facilitate program effectiveness. Occasional travel to the VISN office, other VAMCs, and the academic affiliate may be required.
Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
